The passage states that an accusation cannot be raised unless at least two or three witnesses have firsthand knowledge of the elder’s sin. It is implied that the accusations were discussed by the elders and found to be valid. Then the sinning elder is to be rebuked and warned to stop.

Spiritually speaking, the church was a dead church. It just looked great to everyone else. But God knew the spiritual condition of each person in the church. The first words of this estar is addressed to the pastor of the church.
If you think a pastor is teaching error or false doctrine, you must do your homework and attempt to determine if his teaching agrees with Scripture. If eventually you are convinced he is teaching error, then you must approach the pastor about his error.
